Test-optional does not mean test-neutral. The same score helps you at one college and quietly hurts you at another. We decide it per college from that college's own published score range — fixed logic, never a language model.
And if it is a University of California campus, the question does not exist: they do not look at scores at all.
The rules table is the product — not the AI.
